Mr Khoo Chin Hean is an electrical engineer and holds post-graduate qualifications in water and waste engineering.
He worked in senior Civil Service appointments in the Ministry of the Environment initially managing various operations in Solid Wastes Management and subsequently strategic policies in environmental management and pollution control.
He had served as the CEO of various Statutory Boards viz the Ngee Ann Polytechnic, the Public Utilities Board and the Energy Market Authority.
He retired from the Civil Service in 2008 and was awarded the Public Administration Medal (Gold) (Bar). He was also awarded the NTUC Medal of Commendation at the 2009 May Day Awards Ceremony.
After leaving the Civil Service Mr Khoo was appointed CEO of the Energy Studies Institute until 2010 and subsequently CEO of OpenNet until 2012.
Mr Khoo currently serves in the Boards of various organisations.
